1. It is usually better that Mobs do not attack unless attacked first than those that do. However, at higher levels, these are quite hard to come by. Always, "beasts" are usually the least likely to attack at will. However there are exceptions.
2. Level-wise, you will have to fight mobs that are yellow. However, most enemies are different than others. Things you will want to consider are whether they have a ranged attack or not, their ability to hit critical and cause wounds, rebuffs, and speed).
